أمير دولة الكويت يعلن حل مجلس الأمة

أعلن أمير دولة الكويت الشيخ مشعل الأحمد الجابر الصباح، الجمعة، حل مجلس الأمة وتعليق بعض بنود الدستور في البلاد لمدة لا تزيد على 4 سنوات.
وقال أمير الكويت في خطاب وجه إلى الشعب: "بلادنا مرت بأوقات صعبة ويجب علينا تقديم النصح للخروج من هذه الظروف"، مندداً بتصرفات "تخالف القواعد الدستورية في البلاد".
وتابع: "البعض تمادى إلى حدود لا يمكن السكوت عليها وحاول التدخل بصلاحيات الأمير".
وأوضح: "واجهنا من المصاعب والعراقيل ما لا يمكن تحمله. سنتخذ قرارا صعبا إنقاذا للبلاد".
وشدد أمير الكويت في كلمته على أنه لا يوجد أحد فوق القانون ولن يسمح لأحد باستغلال الديمقراطية لتدمير الدولة، مؤكداً في الوقت نفسه أنه لن يسمح بالمساس بهيبة رجال الأمن.
وذكر الشيخ مشعل الصباح أن اختيار رئيس الحكومة حق دستوري لرئيس الدولة ولا يمكن لأحد التدخل فيه.
وجاء قرار أمير دولة الكويت كالتالي:
مادة أولى
يوقف العمل بأحكام المادة الـ 56 فقرات 3، 107، 174، 181 من الدستور الصادر في 11 نوفمبر سنة 1962م.
مادة ثانية
يحل مجلس الأمة ويتولى الأمير ومجلس الوزراء الاختصاصات المخولة لمجلس الأمة بموجب الدستور.
مادة ثالثة
تصدر القوانين بمراسيم أميرية ويجوز - عند الضرورة - اصدارها بأوامر أميرية.
مادة رابعة
يصدر مرسوم بتشكيل لجنة من ذوي الخبرة والرأي للنظر في تنقيح الدستور لتلافي العيوب التي أظهرها التطبيق العملي وتوفير الحكم الديمقراطي السليم والحفاظ على وحدة الوطن واستقراره على أن يكون التنقيح متفقاً مع روح شريعتنا الإسلامية الغراء مأخوذاً عن تقاليدنا العربية الكويتية الأصيلة.
مادة خامسة
على لجنة تنقيح الدستور أن تنتهي من عملها خلال ستة أشهر من تاريخ تشكيلها وترفع إلينا مقترحاتها بعد موافقة مجلس الوزراء ويعرض على الناخبين مشروع تنقيح الدستور للإستفتاء عليه أو على مجلس الأمة المقبل لإقراره خلال مدة لا تزيد على أربع سنوات من تاريخ اصدار هذا الأمر.
