امتنعت أمريكا عن التصويت.. تفاصيل قرار مجلس الأمن بشأن وقف الحرب على غزة والفقرة المحذوفة من القرار

لأول مرة منذ بدء الحرب على غزة في اكتوبر العام الماضي، وافق مجلس الأمن الدولي، اليوم الاثنين، على قراراً يدعو لوقف فوري لإطلاق النار في قطاع غزة.
وحصل مشروع القرار الذي تقدم به الأعضاء المنتخبون في مجلس الأمن: الجزائر، الاكوادور، غويانا، اليابان، مالطا، كوريا الجنوبية، سيراليون وموزمبيق، وسلوفينيا، وسويسرا، على 14 صوتا مؤيدا، فيما امتنعت الولايات المتحدة الأميركية عن التصويت.
وكان نص مشروع القرار حذف كلمة "دائم ومستدام" من الفقرة الأولى (وقف دائم ومستدام لاطلاق النار) قبل بدء الجلسة بساعة، وعليه فقد اقترح المندوب الروسي، إعادتها لكن المقترح لم يحظ بموافقة المجلس، إذ أيده 3 أعضاء وعارضته الولايات المتحدة، وامتنع عن التصويت 11 عضوا.
وطالب القرار بأن تمتثل جميع الأطراف للالتزامات التي تقع على عاتقها بموجب القانون الدولي، بما في ذلك القانون الدولي الإنساني والقانون الدولي لحقوق الإنسان، كما طالب بوقف فوري لإطلاق النار في شهر رمضان تحترمه جميع الأطراف بما يؤدي إلى وقف دائم ومستدام لإطلاق النار، ويطالب أيضا بالإفراج الفوري وغير المشروط عن جميع الاسرى.
كما طالب بكفالة وصول المساعدات الإنسانية لتلبية احتياجاتهم الطبية وغيرها من الاحتياجات الإنسانية، وبأن تمتثل الأطراف لالتزاماتها بموجب القانون الدولي فيما يتعلق بجميع الأشخاص الذين تحتجزهم.
وشدد على الحاجة الملحة إلى توسيع نطاق تدفق المساعدة الإنسانية إلى المدنيين في قطاع غزة بأكمله وتعزيز حمايتهم، وكرر المجلس تأكيد مطالبته برفع جميع الحواجز التي تحول دون تقديم المساعدة الإنسانية على نطاق واسع، تمشيا مع القانون الدولي الإنساني، وكذلك مع القرارين 2712 للعام 2023 و2720 للعام 2023.
