العوفي: إنشاء مركز عُمان للحياد الصفري يستهدف تسريع تنفيذ مبادرات الحياد الكربوني

أصدر معالي المهندس سالم بن ناصر العوفي وزير الطاقة والمعادن، قراراً وزارياً رقم (2024-35) يقضي بإنشاء مركز عُمان للحياد الصفري، بهدف دعم السلطنة في تحقيق مستهدفاتها للوصول إلى الحياد الصفري بحلول عام 2050، من خلال وضع استراتيجيات محدّثة، ورصد تنفيذ مشاريع الحياد الصفري بما في ذلك مشاريع كفاءة الطاقة، وتقديم الدعم الفني للجهات الحكومية والخاصة.
وقال العوفي إن هذا القرار يأتي تنفيذا للتوجيهات السامية لحضرة صاحب الجلالة السلطان هيثم بن طارق المعظم- حفظه الله ورعاه- بإنشاء المركز ليتولى مهمة الإشراف ومتابعة خطط وبرامج الحياد الصفري والذي سيسهم بشكل فاعل في رفع كفاءة الطاقة ودعم الجهات ذات العلاقة للوصول للحياد الصفري بحلول عام 2050.
وأضاف: "لقد قطعت سلطنة عمان خلال السنوات الماضية خطوات ملموسة نحو تحقيق الحياد الصفري، بدءاً من وضع استراتيجيات واضحة وانتهاءً بتنفيذ مشاريع مُبتكرة تسهم في تقليل الانبعاثات الكربونية ورفع كفاءة استخدام الطاقة من خلال تبني أحدث الممارسات العالمية في هذا المجال وتطوير الحلول المستدامة التي تضمن مستقبلاً أفضل للأجيال القادمة".
وأشار إلى أنَّ المركز سيُسهم في تسريع تنفيذ مبادرات الحياد الصفري ودعم كافة القطاعات لتحقيق مستهدفاتها وفقًا لما تم رسمه في الاستراتيجية الوطنية للحياد الصفري، وذلك بالتعاون مع الجهات الحكومية والخاصة، كما أنه سيمثل أداة محورية لضمان تنفيذ رؤية سلطنة عمان للوصول إلى الحياد الصفري بحلول عام 2050، بما ينسجم مع تطلعاتنا الوطنية ويُعزز مكانة سلطنة عمان كدولة رائدة في التزامها بالاتفاقيات الدولية."
وتابع العوفي قائلاً: "سيعمل المركز على تحديد وتحديث استراتيجية سلطنة عمان نحو الحياد الصفري بالتنسيق مع الجهات ذات العلاقة، كما سيضطلع بمسؤولية رصد ومتابعة تنفيذ مشاريع الحياد الصفري، وتعزيز الوعي العام، وبناء القدرات الوطنية في هذا المجال بما يضمن تحقيق الأهداف المستقبلية المنشودة، وسيعتمد البرامج والخطط التنفيذية اللازمة لتحقيق المستهدفات عبر مختلف القطاعات، إضافة إلى متابعة تنفيذ المشاريع والمبادرات التي تدعم هذا التحول ومعالجة التحديات التي قد تواجهها وتقديم التقارير الدورية اللازمة".
وبين وزير الطاقة والمعادن إلى أن المركز سيعمل على إعداد وتحديث الخطة الوطنية لرفع كفاءة استهلاك الطاقة، ومتابعة تنفيذها في مختلف القطاعات، وتقييم مستويات استهلاك الطاقة في المشاريع المعتمدة، واقتراح التحسينات اللازمة بالتنسيق مع الجهات المعنية، إلى جانب تقديم الدعم الفني والمشورة للجهات المختلفة لتقليل الانبعاثات الكربونية ورفع كفاءة استخدام الطاقة، وتبني أحدث الممارسات والتقنيات العالمية ونقلها إلى السلطنة، مع دعم البحث العلمي والابتكار وتنمية الكفاءات الوطنية.
ومن المقرر أن يدير المركز طلبات شهادات الكربون والهيدروجين والمنتجات منخفضة الكربون، بدءاً من مراجعتها وتدقيقها وصولاً إلى إصدارها بالتنسيق مع وزارة المالية وهيئة البيئة، كما سيشرف على تسجيل واعتماد طلبات المتاجرة بشهادات الكربون محلياً وتنسيقها دولياً وفق الإطار السياسي للائتمان الكربوني.
وسيتولى المركز أيضاً مسؤولية جرد الانبعاثات الكربونية وتحديثها من مصادرها المختلفة، وحفظ البيانات في منصة مخصصة لضمان سهولة الوصول إليها من الجهات ذات العلاقة. كما سيعمل على تعزيز الوعي العام والمشاركة المجتمعية لضمان دعم الأفراد والمؤسسات في تحقيق أهداف الحياد الصفري.

وأكد سمو أمير المنطقة الشرقية أن هذا الإنجاز يعكس التوجهات الاستراتيجية للدولة بقيادة خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز وبدعم ومتابعة صاحب السمو الملكي الأمير محمد بن سلمان بن عبدالعزيز ولي العهد رئيس مجلس الوزراء – حفظهما الله – نحو الاستخدام الأمثل للموارد، وفي مقدمتها الطاقة، من خلال تبني أفضل الممارسات التشغيلية والتقنية التي تسهم في رفع الكفاءة وتعزيز الاستدامة، مشيداً سموه بالجهود المبذولة من فريق العمل وتكاملهم مع المركز الوطني لكفاءة الطاقة.
