حقوقي: الاهتمام بشئون اللاجئين .. طرح مصري يعبر عن قيمتها ودورها الريادي في المنطقة

قال محمود البدوي المحامي بالنقض والخبير الحقوقي، إن الدولة المصرية تبذل جهودًا كبيرة لضمان تمتع اللاجئين بحقوق متساوية مع المواطنين، بما في ذلك التعليم المجاني والرعاية الصحية، مشيرا إلى أن هذه الجهود تأتي استنادًا إلى التعهدات الدولية ذات الصلة بحقوق اللاجئين، مثل اتفاقية الأمم المتحدة لعام 1951 والبروتوكول الاختياري لعام 1967، بالإضافة إلى اتفاقية منظمة الوحدة الأفريقية لعام 1969، مما يعكس التزام مصر بحماية حقوق اللاجئين.
أوضح البدوي في تصريحات لـ “صدى البلد”، أن مصر انضمت إلى العهد الدولي للاجئين في عام 2018 وشاركت في المنتدى العالمي للاجئين في جنيف عام 2019، مما يبرز حرصها على التعاون الدولي في مجال حماية اللاجئين.
كما أشار إلى أن الدولة المصرية ترتبط بمذكرة تفاهم مع المفوضية السامية لشؤون اللاجئين منذ عام 1954، مما يمكن المفوضية من تحديد وضع اللاجئين في البلاد، ويدعم دورها وجهودها، ويسعى النظام المصري أيضًا لتعزيز الاستقرار كحل مستدام للأزمات التي تؤدي إلى النزوح في بلدان النزاعات المسلحة، من خلال جهوده السياسية لإيجاد حلول سلمية إقليمية قابلة للتنفيذ، وتستضيف مصر مركز الاتحاد الأفريقي لإعادة الإعمار والتنمية بعد النزاعات، بهدف معالجة جذور النزوح وتشجيع العودة الطوعية للاجئين إلى أوطانهم.
كما أوصى البدوي بضرورة توثيق أعداد اللاجئين في مصر، أو "ضيوف مصر" كما تسميهم الحكومة، وتسجيل التكاليف التي تتحملها الدولة في تقديم الخدمات لهم، مشيرًا إلى أن مصر تنفق سنويًا أكثر من 10 مليارات دولار لتقديم الخدمات لهؤلاء المهاجرين.
وفي ظل استضافتها لأعداد كبيرة من المهجرين من جنسيات متعددة، حيث تقدر بعض المصادر الدولية عددهم بأكثر من 9 ملايين شخص من 133 جنسية مختلفة، يمثلون حوالي 8.7% من سكان مصر، ومعظمهم من السودانيين والسوريين، تليهم جنسيات من جنوب السودان وإريتريا وإثيوبيا واليمن والصومال والعراق وليبيا.
