مرصد الأخلاقيات العامة الفرنسية: نفقات الرئاسة مدهشة وغير مسبوقة وخرجت عن مسارها في 2023

كشف مرصد الأخلاقيات العامة الفرنسية أن ميزانية الرئاسة في عام 2023 خرجت عن مسارها بطريقة غير مسبوقة، ويعود ذلك بشكل أساسي إلى نفقات مرتبطة بالسفر.
وقال رئيس المرصد النائب الاشتراكي السابق رونيه دوزيير، في مذكرة يوم الجمعة، إن الموازنة التي تم التصويت عليها لعام 2023 وصلت إلى 114.4 مليون يورو، مشيرا إلى أنها قد تصل فعليا إلى ما بين 123 و127 مليون يورو.
وأعرب في المذكرة عن أسفه للتفسيرات التي لا تزال جزئية ومربكة أحيانا من جانب الإليزيه.
وأفاد رونيه دوزيير بأن النفقات زادت بين 12 و15% مقارنة بالعام الماضي، مؤكدا أن نفقات السفر هي العالية جدا وتصل إلى 23 مليون يورو بدلا من 16 مليونا المقررة، وفقا لتقديرات رسمية مقدّمة في إطار مشروع قانون المالية لعام 2024.
ولفت إلى أن موازنة الإليزيه تبقى متواضعة مقارنة بإجمالي النفقات العامة، غير أن الإخفاقات في عام 2023 مدهشة وغير مسبوقة منذ وجود موازنة رئاسية.
وأوضح دوزيير أن إعادة تنظيم الخدمات التي أسسها إيمانويل ماكرون كانت تهدف إلى تشغيل أكثر كفاءة وتوفيرا.
وذكر في السياق أنه يجب انتظار التقرير المقبل من مجلس المحاسبة للحصول على بعض التوضيحات.
