أكد الخبير العقاري وعضو اللجنة العقارية بغرفة الرياض عايد الهرفي بأن فكرة أو مقترح فرض ضرائب أو رسوم سنوية على المساكن الخالية المعدة للبيع يحتاج إلى دراسة شاملة ومتأنية طالما أن الهدف من تلك الضرائب مجدي والمتمثل في كبح ارتفاعات الأسعار في القطاع السكني .

* السبب الرئيسي وراء تضخم الأسعار:
من جهة أخرى أوضح الخبير العقاري وعضو اللجنة العقارية بغرفة الرياض عايد الهرفي بأ، السبب الرئيسي وراء تضخم الأسعار هو أن هذه الزيادة في الطلب لم يقابلها معروض كافي من الوحدات السكنية مما أدى إلى زيادة و تضخم الأسعار وان ارتفاع أسعار الفائدة يؤدي بشكل مباشر إلى زيادة تكلفة الاقتراض، مما يقلل من قدرة الأفراد والشركات على تمويل شراء العقارات، مضيفاً بأن أسعار تلعب الفائدة دورا أساسيا في توجهات الأسواق المحلية والعالمية لافتا بانه من الطبيعي بان ارتفاع أسعار الفائدة سترتفع معها تكلفة التمويل ليس فقط على الأفراد الراغبين في شراء السكن بل أيضا على شركات التطوير العقاري .
*خطوة إيجابية تحتاج إلى وقت :
من جهة أخرى وصف الخبير العقاري وعضو اللجنة العقارية بغرفة الرياض عايد الهرفي على تطبيق رسوم الأراضي البيضاء بأنه خطوة إيجابية تهدف إلى تقليل الاكتناز وتحفيز استغلال الأراضي غير المستخدمة، موضحاً أن تأثير ذلك قد يحتاج إلى وقت أطول ليظهر بشكل واضح، فمساحات الأراضي التي تم تطويرها تجاوزت أكثر من 75 مليون متر مربع، والأراضي التي بدأت في أعمال التطوير أكثر من 48 مليون متر مربع، وأنه يرى وجود عائق لبرنامج رسوم الاراضي البيضاء من تطبيق الرسوم على بعض الاراضي لان صكوكها تُدرس وفق ما نصت المادة التاسعة الفقرة ب من اللائحة التنفيذية ( لا يطبق رسوم على أراضي الخاضعة للتطبيق أي من الحالات التالية نصه تقرب وجود مانع يحول دون تصرف مالك الأرض فيها )، وبذلك فإن تأخر بعض المعاملات العقارية لدى الجهات المعنية، أضف إلى ذلك أن ارتفاع أسعار العقارات قد يكون ناتجا عن عوامل إضافية أخرى مثل زيادة الطلب على العقار في مناطق معينة أو التضخم العام وتأثيره على قطاع الانشاءات والبناء لذا أرى أنه من الضروري أن تتم مراقبة السوق بانتظام لتقييم مدى نجاح السياسات المطبقة في تحقيق أهدافها، مع التأكيد على أهمية التوازن بين العرض والطلب للحفاظ على استقرار السوق العقارية وبين أعتقد أن فكرة فرض ضرائب أو رسوم سنوية على المساكن الخالية المعدة للبيع مقترح يحتاج إلى دراسة متأنية وشاملة.
* دعم حكومي لا محدود :
ختم الخبير العقاري وعضو اللجنة العقارية بغرفة الرياض عايد الهرفي حديثه بأن وزارة البلديات والإسكان بدعم حكومي لا محدود في ظل قيادة سيدي خادم الحرمين الشريفين الملك سلمان بن عبد العزيز "يحفظه الله" وسمو سيدي الامير محمد بن سلمان ولي العهد رئيس مجلس الوزراء "يحفظه الله" ، وأن هذا الدعم يأتي من حرص القيادة رعاها الله على تملك المواطنين لمساكنهم بالإضافة الي خلق سوق عقاري جاذب وتنافسي لكافة القطاعات والاستثمارات وتابع ولايمكن إغفال الدور الكبير الذي تقوم به المشاريع السكنية التي اطلقتها وزارة البلديات والإسكان عبر ذراعها الاستثماري الشركة الوطنية للإسكان منذ إطلاق برنامج الإسكان في 2018 والذي يهدف منذ بدايته إلى زيادة المعروض من المنتجات السكنية بجودة عالية وأسعار مناسبة وفي وقت قصير لتصبح المملكة في مقدمة دول العالم التي تمتلك استراتيجية واضحة في الإسكان الوطني وهدفاً محددا لتملك المساكن. وواصل اشرت ايضا إلى نقاط مهمة في اللائحة التنفيذية لنظام رسوم الأراضي البيضاء ، حيث نصت الفقرة ( ب ) من المادة التاسعة في اللائحة على عدم تطبيق الرسوم في حال وجود مانع يحول دون تصرف مالك الأرض فيها وبناء عليه فإننا لابد أن نشير الى الأراضي البيضاء من هذا النوع والتي لها معاملات في الجهات العدلية تستغرق معالجتها سنوات عديدة ، الأمر الذي سينعكس مباشرة على نقص المعروض في السوق العقاري من هذه الأراضي مؤثراً بشكل مباشر في ارتفاع الأسعار خصوصا أسعار الأراضي السكنية. وقال في اعتقادي أن الحلول المناسبة لمعالجة ارتفاع أسعار الأراضي ترتكز على تطوير المزيد من الأراضي السكنية وضخها في السوق، بالإضافة إلى معالجة مشكلة تأخر إصدار الصكوك العقارية، التي ستسهم بشكل كبير في توفير مزيد من الأراضي القابلة للتداول. وبالتالي سينعكس ذلك على الأسعار أضف الى ذلك أهمية تطوير البنية التحتية لدعم استخدام الأراضي. .aksa-related-articles-widget .aksa-row{margin:0 -10px}.aksa-related-articles-widget .article-bx{background-color:#fff;padding:10px;min-height:84px}.aksa-related-articles-widget .article-bx a{display:block}.aksa-related-articles-widget .col-sm-4:nth-child(3n+1){clear:both}@media screen and (max-width:768px){.aksa-related-articles-widget .col-sm-4:nth-child(n){clear:both}.aksa-related-articles-widget .aksa-o1{display:flex}} .aksa-related-articles-widget .ratio img{object-fit: contain;
