قنا توقع بروتوكول تعاون مع هيئة المساحة لتنفيذ مخطط حضري شامل وتعزيز إدارة الملكيات

وقع الدكتور خالد عبدالحليم، محافظ قنا، والمهندسة هويدا النوبي يوسف، رئيس مجلس إدارة الهيئة المصرية العامة للمساحة، بروتوكول تعاون مشترك بين محافظة قنا والهيئة، وذلك في إطار جهود الدولة لتحقيق التنمية الحضرية والتخطيط العمراني، وتعزيز الموارد المحلية والتنمية الاقتصادية والحضارية المتكاملة، جاء ذلك بحضور أحمد أبو المجد، مدير إدارة الشئون القانونية بالمحافظة.
ومن جانبه أوضح محافظ قنا، أن البروتوكول يهدف إلى إعادة تجميع الملكيات داخل الأحوزة العمرانية وإعادة تخطيطها وتسكين الملاك بما يتماشى مع مخططات الدولة الرامية إلى إزالة المناطق العشوائية، والحفاظ على أملاك الدولة والمواطنين، مؤكدا أن هذا التعاون يسهم في التصدي لظاهرة التعديات على الأراضي، وتدقيق البيانات ذات الصلة بما يحافظ على المال العام ويمنع إهدار موارد الدولة.
وأشار "عبدالحليم" إلى أن توقيع هذا البروتوكول يأتي استجابة لرغبة محافظة قنا في تجديد بروتوكول التعاون السابق، الذي تم توقيعه مع الهيئة في 24 يونيو 2021، لتنفيذ الأعمال المساحية، بما يشمل إسناد أعمال الرفع المساحي ومراجعة وتدقيق البيانات الواردة من الجهات المعنية، وتسليمها إلى الهيئة بوصفها الجهة ذات الخبرة والتخصص في هذا المجال.
وأضاف المحافظ أن الهيئة ستتولى تنفيذ أعمال الرفع المساحي لقطع الأراضي والإشغالات، إلى جانب إعداد كشوف إحداثيات للمناطق المشمولة بالخرائط المساحية، وكذلك المناطق غير المغطاة "خارج الزمام"، كما ستقوم بتنفيذ المخطط التفصيلي وإعادة تسكين الملاك على الطبيعة، فضلًا عن فصل الحدود بين الجهات الحكومية والأملاك العامة والخاصة.
و أكدت المهندسة هويدا النوبي يوسف، أن توقيع البروتوكول يأتي في ضوء ما تمتلكه الهيئة من خبرات واسعة في هذا المجال، وما يخوله لها القانون من اختصاصات تتعلق بفصل الملكيات العامة عن الخاصة، وإعداد الخرائط الكدسترالية التفصيلية التي توضح الملكيات والأحوزة العمرانية، مشيرة إلى أن الهيئة تمتلك قاعدة بيانات شاملة تضم مختلف الملكيات التابعة للجهات الحكومية، وقد نفذت هذه الأعمال في عدد من المحافظات والهيئات على مستوى الجمهورية، بصفتها الجهة الرسمية المنوط بها إعداد الخرائط المساحية بمقاييس الرسم المختلفة، وما يتبع ذلك من أعمال مساحية دقيقة وتسكين للملكيات طبقًا للقرارات الجمهورية المنظمة لاختصاصاتها.

وتهدف الاتفاقية إلى توطيد العلاقة بين الطرفين في إطار المسؤولية الاجتماعية المشتركة، وتفعيل برامج توعوية وتثقيفية ورياضية تسهم في تنمية المجتمع، من خلال أنشطة تقام في المرافق العامة والمنشآت الرياضية، تشمل مجالات تعاون عدة، أبرزها، البرامج الرياضية المشتركة، والتوعية البيئية والمسؤولية الاجتماعية، والاستفادة من المنشآت الرياضية.
ويعكس هذا التعاون التوجه الوطني نحو تفعيل الشراكات المجتمعية وتحقيق التكامل بين الجهات الحكومية والأندية الرياضية، بما يخدم أهداف رؤية السعودية 2030 في بناء مجتمع حيوي وواعٍ.
