Reconstruction of Rafah – Channel reports Israeli fears of U.S. restrictions in Gaza

Israel’s security establishment believes that U.S. efforts to advance President Donald Trump’s plan to end the Gaza war could “collide” with Israeli security interests.

U.S. Vice President J.D. Vance met again today, Wednesday, with Israeli Prime Minister Benjamin Netanyahu.

According to Channel 12, the security establishment fears that “key Israeli interests—such as army positions in Gaza, rules of engagement, and how humanitarian aid is allowed in—will no longer be determined by Israel.”

The main concern is that “the U.S. could restrict Israel in these areas, undermining the army’s ability to operate and the government’s ability to impose sanctions on Hamas.”

These concerns come as the U.S. military coordination center for overseeing the ceasefire in Gaza begins operating from Kiryat Gat in southern Israel. The center will supervise implementation of the agreement, the entry of international forces into Gaza, and humanitarian aid delivery.

He pointed out that his country will not deploy American soldiers in the Gaza Strip.

Vance added that the United States is committed to upholding the ceasefire agreement and that the Israeli government is also committed to it, confirming that Washington will continue working with Israel to maintain the agreement.

Prisoner institutions call on the “Red Cross” to resume prison visits immediately

Palestinian prisoner institutions have called on the International Committee of the Red Cross (ICRC) to immediately resume visits to Israeli prisons amid escalating violations against Palestinian detainees.

The organizations — Addameer Prisoner Support and Human Rights Association, the Palestinian Prisoners’ Club, the Commission of Detainees and Ex-Detainees Affairs, and Defense for Children International – Palestine — sent an urgent letter to ICRC President Mirjana Spoljaric Egger, demanding the immediate resumption of visits to Israeli prisons holding Palestinian detainees.

The institutions emphasized in their letter the dangerous and deteriorating conditions faced by Palestinian detainees over the past two years, including systematic starvation, deliberate medical neglect, physical and psychological torture, rape and sexual violence, and deprivation of basic rights guaranteed under international humanitarian and human rights law. These crimes have led to the martyrdom of no fewer than 80 Palestinian detainees in Israeli custody.

They urged the ICRC to dispatch medical teams urgently to assess and monitor detainees’ health conditions, noting that many suffer from chronic illnesses, untreated injuries, and severe effects of starvation and torture.

The institutions also called on the Red Cross to pressure Israeli authorities to provide immediate and adequate medical care to all Palestinian detainees according to international standards.

They further confirmed that all Israeli captives have been released, meaning that the Israeli authorities have no justification to continue preventing the Red Cross from visiting Palestinian detainees.

Prisoners’ Club: Ben Gvir continues genocide inside Israeli prisons

The Palestinian Prisoners’ Club confirmed that Israeli Minister Itamar Ben Gvir continues his open incitement for systematic genocide inside Israeli prisons through repeated calls to kill and torture Palestinian detainees, promoted across social media platforms using a media apparatus that serves as a central arm of the Israeli machinery of brutality.

In a statement issued today, Thursday, the Prisoners’ Club noted that these incitement campaigns coincide with dangerous legislative efforts in the Knesset to pass a law authorizing the execution of Palestinian detainees and to establish a special court devoid of judicial safeguards to try detainees from Gaza.

It added that these legislative paths represent a dangerous shift toward legitimizing crimes against detainees and turning killing and execution into legally sanctioned practices.

He noted that Israel has formally conveyed this position to the U.S. administration “hoping Washington will see things the same way,” stressing that the decision is “final as long as Israel is in control.”

Newspaper reveals: plan to divide Gaza into two zones between Israel and Hamas

The Wall Street Journal reported that the United States and Israel are discussing a plan to divide the Gaza Strip into two separate zones — one under Israeli control and the other under Hamas control. Under the plan, reconstruction efforts would initially focus on the area under Israeli control until Hamas is disarmed and removed from power.

The report said these ideas were disclosed during a press conference in Israel attended by U.S. Vice President J.D. Vance and President Trump’s son-in-law and adviser Jared Kushner, who both arrived to push the parties to maintain the ceasefire.

Vance stated, “There are two zones in Gaza: one relatively safe and one extremely dangerous,” adding that the goal is “to expand the safe zone geographically.”

Kushner said, “Discussions are underway about the area controlled by the Israeli army, and once it’s secured, reconstruction can begin to build a ‘New Gaza’ to give residents a place to go, jobs, and a place to live.”

According to the report, Arab mediators participating in peace talks expressed concern, saying that the U.S. and Israel proposed the idea during negotiations. Arab governments firmly opposed dividing Gaza, warning that such a move could pave the way for a permanent Israeli presence in the Strip. Mediators added that Arab states are not prepared to deploy security forces in Gaza under such terms.

United States Requested Israel to Notify It in Advance of Any Large-Scale Airstrikes in Gaza

U.S. officials informed Israeli security officials this week that Washington expects to be notified in advance of any large-scale airstrikes in Gaza before they are carried out and that they will not tolerate further Israeli surprises that could jeopardize the ceasefire agreement.

However, Israeli security sources noted that the Americans did not frame this request as seeking a U.S. “green light” for such strikes, according to Haaretz on Friday.

This came during meetings held over the past two days by U.S. Vice President J.D. Vance with Israeli Defense Minister Yisrael Katz, Strategic Affairs Minister Ron Dermer, and Israeli Chief of Staff Eyal Zamir, attended by U.S. CENTCOM commander Brad Cooper. Senior Israeli officers also participated, providing assessments of all fronts where Israel is conducting airstrikes.

Israeli officials emphasized the disarmament of Hamas “before the start of Gaza’s reconstruction,” the composition of the international force expected to enter the Strip, and the return of the bodies of 13 Israeli captives that Hamas says are difficult to locate.

The newspaper noted that the U.S. demands come after last Sunday’s escalation, when more than 40 Palestinians were killed in Israeli airstrikes in Gaza and two Israeli soldiers died. President Donald Trump reportedly fears that another such escalation could halt his ceasefire plan and resume the war.

The Regional Director of UNICEF for the Middle East and North Africa, Edouard Beigbeder, warned of the risk of losing an entire generation in the besieged and devastated Gaza Strip, where the education system is witnessing a state of “collapse” after two years of war.

Beigbeder said in a press statement after his return from the Strip: “This is the third year without schools,” adding, “If we do not start a real transition for all children in February, we will reach a fourth year, and then we can talk about a lost generation.”

He noted that with the recent ceasefire on October 10, UNICEF and its education partners in the Strip managed to “restore about one-sixth of the number of children who should be in schools to temporary education places.”

But he was speaking about learning, not education, noting that “85% of schools were destroyed or rendered unusable,” while many of the remaining schools are used as shelters for the displaced.

Children and teachers also face continuous mobility difficulties due to displacement and military operations, while most teachers are busy securing food and water for their families.

He added that “food is a matter of survival, while education is hope.”
